Go to baberuthbaseball.org and click on the national umpire association on the left and it explains how to get the book and become eligible to ump babe ruth tournament games.

If you go to the Babe Ruth website and apply for membership in Babe Ruth Baseball National Umpires Association, they will send you a rule book and test. It does cost $30 but thats the only way I know to get one.
