NCOA Umpires ... The following information is to be used when filling out ratings/evaluations on umpires.

NCOA Umpire Rating/Evaluation Report Instructions

Umpires use the “Evaluation Scale” shown below as a guide in completing the Umpire Evaluation Report. This revised report is a scoring system that will provide the evaluator an improved and objective method of documenting the observed Umpire’s performance.

One difference you will notice is that the scoring system no longer relates to the “Rating Number” assigned to the evaluated Umpire. This system is based solely on performance that is observed by the evaluator. The guidelines below will assist you in giving an objective opinion of the Umpire being evaluated.

Evaluation Scale:
5 = Excellent – Extremely proficient Umpire
4 = Very Good – Competent at all levels
3 = Adequate – May need some polishing
2 = Experience and/or improvement needed
1 = Below Standard – Needs additional training

Detailed Description of Evaluation Criteria:

5 – This will only be used when the Umpire has demonstrated an extremely high level of skill and knowledge. This shall be demonstrated by handling a number of very difficult situations correctly and professionally. This number describes an Umpire who masters the game with total proficiency and exceptional professionalism.

4 – This is used to describe the very competent Umpire in all aspects of the game. He must demonstrate an ability to correctly interpret and apply rules as advanced mechanics in all games situations. This number would take into account the Umpires hustle, demeanor, appearance and desire to excel.

3 – This is used when the Umpire demonstrates the ability to handle all routine situations in the game. The Umpire provides a professional demeanor and applies good mechanics throughout the contest. He applies correct rulings and has control of the playing
environment. This number would require very good hustle and a desire to look the part of an Umpire.

2 – This is used when the Umpire has given a good effort in the game. He has committed few, if any, minor errors. He has demonstrated the basic rules interpretations and mechanics. He may need more experience and/or “polishing” in his Umpiring. His appearance demonstrates a professional attitude. He shows hustle and a desire to improve his game.

1 – This is used when the Umpire is lacking in necessary basic standards needed to properly Umpire the game. He may lack knowledge in some rules and/or mechanics, and remedial training may be needed to meet a minimum standard. He does not demonstrate a skill level that would promote the NCOA image, including but not limited to; unacceptable dress, lack of hustle or unprofessional attitude.
